Affordable Housing Monitoring System
This website is designed for use by Municipal Officials, Administrative Agents, and other municipally authorized users to provide a portal to register for and obtain access to the Affordable Housing Monitoring System (previously known as the CTM system) and establish a municipal affordable housing service account to be used for statutorily required reporting of affordable housing unit completion details and Affordable Housing Trust Fund revenues and expenditures.
You must be employed or contracted by a municipality to be considered for an account. If you had an account through the CTM system, your access roles were carried forward into the new AHMS and you need not register again.
You only need to register once, only one email address per person is allowed. If you need access to more than one municipality, please have a municipal official reach out to AHMS@dca.nj.gov with authorization for the access including the name of the individual and the roles that are requested. Once registered, users can return to this site to log into the DCA's Affordable Housing Monitoring System or can access the system through their MyNJ account.
